The 2026 amendment to China's statutory inspection rules for domestic seagoing ships pulls intelligent monitoring systems into mandatory survey. Three vessel types are caught: oil tankers, gas carriers and chemical tankers — anything 20 metres or longer. The rollout is phased: passenger ships, oil tankers and chemical ships must comply before their first periodic survey; ordinary coastal dry cargo ships by the end of 2027; nearshore and ocean-going cargo ships by the end of 2028.
This is not a token camera. Indoor kit needs IP54 protection at minimum, deck and outdoor units IP66, the AI computes at 6 TOPS or more, footage stays on the ship for at least 90 days, and cloud alarm data for at least 365 days — all to the Ship Intelligent Monitoring System Technical Guide (2.0). Bottom line: the system now flags a crew member lighting a cigarette or scrolling a phone on deck, on its own.

Here's the problem. If the ship carrying your dangerous goods hits its survey window without the kit installed, it fails the survey — and a ship that fails survey doesn't sail. No sailing means no slot, and the box you booked just waits. I have seen the worst cases: a vessel whose survey age came due right as peak season hit, the owner thinking "we surveyed barely a year ago" — then the new rule cut straight through, no kit, no pass. Frankly, you should move earlier, not wait until closing day to find the sailing is gone. By then switching vessels is harder than re-pricing the quote.
The big carriers switched over months ago. Small operators are the ones cutting it close.
Who should be nervous? Coastal small shipowners moving dangerous goods — and any vessel whose survey clock is about to hit zero. Is your carrier one of them?

My read: this rule quietly removes some old dangerous-goods tonnage from the market for a while. If you need DG space in September or October, build schedule slack into the quote and don't pin the delivery date. Miss the window and you'll be more anxious than your customer. Shipping through Tianjin Nangang? Reconcile the entry window with your agent now — when DG vessel schedules tighten, that 60 km drayage to Nangang counts double, and a late move is one more day in storage. Old chemical and gas carriers will queue for retrofit slots through Q4, so expect DG capacity on some coastal trades to run a touch tighter than the rate sheet implies. Watch the gap between what carriers quote and what actually sails. Longer term, owners will push retrofit cost into freight — so the "cheap" DG quote you get today may not hold.
